The Tulkarm Municipality was established in 1886, and it is the official body responsible for providing services to citizens in the city. It provides infrastructure, development, urban planning, health and culture services to citizens. It is run by a municipal council consisting of a president and 14 elected members.

The Tulkarem Municipality Collection consists of several documents, including construction transactions submitted by citizens to the Municipality from the 1930s to the 1970s, a set of correspondences issued and received by the Municipality during Helmy Hanoun's mayoral term from the 1970s to the 1980s, various documents pertaining to the Municipality's garage in addition to old Ottoman documents kept by the Tulkarm Public Municipal Library, such as birth certificates and manuscripts.
