Sent on 19 October 1981, the letter expresses a few demands and condemnations as follows: Returning the tax money seized by the military governor, transferring the municipal budget allocations 81-82 from the military governor, specifically the fuel allocations of 2 million nis, stopping the procedures used for obstructing the villages surrounding Nablus from using the city's electricity grid, especially Rujeib, Sebastia and an-Naqura, returning the customs duties to the municipality, the evacuation of the municipality after its conversion to the headquarters of the military governor, the military governor shall contribute to maintaining the city’s streets, endorsing the project to establish a museum in the city that was submitted on 13 June 1979.
