Addressed on 18 September 1991 by Bassam ash-Shakaa to the President of the State of Palestine, the Chairperson and Members of the Palestinian National Council, and political troop leaders and parties, this six-page letter discusses the dangers undergone by the Palestinian cause, as Palestinian accomplishments locally, regionally and globally face cleansing at a time when the imperialist U.S. policy had reached big steps while exploiting the breakdown of the socialist camp.
