A memorandum submitted to the US Secretary of State on 8 April 1953, regarding defining the principles of the American Council for Judaism and the many problems that arose from the confusion between Judaism and the nationality of a foreign country. This memorandum contains the principles of the ACJ, Zionism, the Israeli Law of Return, and the Israeli Nationality Law, as well as warnings to Jewish American citizens when entering Arab countries, and general principles for corrective actions.
