Ibrahim Naji Milhem (Abu Bahaa) was born in 1957 in Dihesheh Palestinian Refugee Camp in Bethlehem. He worked as a producer and presenter of many radio and television programs and served as the editor-in-chief of the Ma'an News Agency, the head of the General Authority of Palestinian Radio and Television, and the general supervisor of the Palestinian al-Quds Newspaper. Since 2019, he has held the position of official spokesman for the Palestinian Government.

The Ibrahim Milhem Collection contains Palestinian newspapers and magazines dating back to the 1930s, a set of Arab newspapers, including "al-Lataef al-Mosawwara" and "al-Ikhwan al-Muslimun", and issues of "al-Mahad" Magazine, which was published in Bethlehem and whose editor-in-chief was Milhem.
