A one-page telegram sent by Hilmy Hannun, mayor of Tulkarm to the military governor of the West Bank, protesting the ill-treatment of detainees in Israeli jails. He also stated that poor conditions for prisoners in Ashkelon prison are compelling detainees to go on hunger strike. The president demanded in this telegram to respond to the demands of prisoners.
