During a reception party in the autumn of 1980, this photograph shows Karim Khalaf (the Mayor of Ramallah) raising the victory sign surrounded by the crowd attending the party held in his and Bassam Shakaa (the Mayor of Nablus) honour after the failed attempt to assassinate them by bombing their car in the middle of the year 1980.
